China Consults on Revision of RoHS Industry Standard

Once adopted, four types of phthalates including DIBP, DBP, BBP and DEHP will be added as restricted substances and QR code can be applied as a marking method.

On December 30, 2022, China Electronics Standardization Institute started a 15-day public consultation on the draft revision of SJ/T 11364-2014 Marking for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Product. The move aligns with the requirements put forward by the Measures for the Administration of the Restricted Use of the Hazardous Substances Contained in Electrical and Electronic Products (China RoHS 2) to mark the name of hazardous substances and their constituents in electrical and electronic products (EEPs).

As proposed, the draft adds four types of phthalates (highlighted in yellow) as restricted substances, bringing a total of ten substances regulated under China RoHS 2:

  • Lead and its compounds

  • Mercury and its compounds

  • Cadmium and its compounds

  • Hexavalent chromium compounds

  • Polybrominated biphenyls (PBB)

  • Polybrominated diphenyl ethers (PBDE)

  • Diisobutyl phthalate (DIBP)

  • Dibutyl phthalate (DBP)

  • Butyl benzyl phthalate (BBP)

  • Bis(2-ethylhexyl) phthalate (DEHP)

Other major changes include:

  • Deleting several definitions such as EEP as it is clearly defined under China RoHS 2

  • Deleting the overlapping contents otherwise defined under GB/T 26572-2011 Requirements of Concentration Limits for Certain Restricted Substances in Electrical and Electronic Products

  • Adding QR code as a marking method for restricted substances

According to an insider source, relevant officials are also working on the revision of GB/T 26572-2011, which is an important standard under China RoHS 2 that stipulates the concentration limits for restricted substances in EEPs. It is expected to be issued as a mandatory national standard in 3-5 years.
