On November 8, 2021, the Ministry of Ecology and Environment (MOE) consulted on the Technical Specification for QR Code Identification of Pollutant Discharge Outlet of Pollutant Discharge Unit (Draft). The deadline for comments is December 12, 2021.
As required in the Implementation Plan of the Permit System for Controlling Pollutant Discharge issued by the General Office of the State Council in November 2016, China has achieved full coverage of pollution discharge permits for fixed pollution sources in 2020. However, less attention has been paid to supervision than to the issuance of pollutant permits.
In order to implement the Environmental Protection Law and the Regulation on the Administration of Permitting of Pollutant Discharges, QR code, a technology governing everyday life in China, was applied to pollutant discharge outlets of pollutant discharge units for supervision and management. The issuance of pollutant discharge permit endows each outlet a national code according to HJ 608-2017 Coding Rules for the Pollutant Discharging Units, which is composed of the fixed pollutant source code and discharge outlet code, thereby generating a QR code that identifies only one outlet.
The standard applies to the management, application and service of QR code identification of air and water pollutant discharge outlets of units that implement key and simplified management of the pollutant discharge permit. It stipulates that the national pollutant discharge permit management information platform is responsible for producing the QR code, and pollutant discharge permit units are responsible for its maintenance and update. They should establish a daily inspection system to ensure that the QR code can be read properly. In the event that the QR code is not readable or incorrectly readable, units shall correct it within one month.
The basic principles that should be followed for this standard are as follows:
A QR code only corresponds toa pollutant discharge outlet, which will be revoked if the pollutant discharge outlet is canceled or abandoned.
Once the QR code is identified, even if the information of the pollutant discharge permit changes, the fixed pollutant source code and discharge outlet code remain unchanged, as well as the QR code.
The QR code, which is used to quickly identify the outlet specified in the pollutant discharge permit, shall display its basic information, permit matters, management requirements, etc., to achieve effective information management and supervision and law enforcement.
