On July 24, 2019, the Ministry of Emergency Management (MEM) sent a notice to all the provincial governments and relevant central enterprises for comments on the Guideline on Security Risk Investigation and Management of Chemical Parks and Guideline on Security Risk Investigation and Management of Hazardous Chemical Enterprises drafted by the MEM.
MEM drafted these two guidelines, aiming to improve the security management standard of chemical parks and hazardous chemical enterprises, prevent severe hazardous chemical accidents effectively and ensure people’s life and property security by investigating and managing the security risk of chemical parks and hazardous chemical enterprises.
Many chemical accidents have happened in China in 2019, which severely threatened people’s life and property security. On March, 2019, a chemical plant in Jiangsu Province was rocked by a huge explosion, leaving 28 dead and more than 100 severely injured. Several chemical accidents have happened in China even within the month of July, on July 19, 2019, an explosion rocked a coal-to-gas plant in Yima, Sanmenxia in Central China’s Henan Province (CL News). On July 22, a harmful gas poisoning accident occurred in a biochemical company in Zhangjiakou city of Hebei Province, when cleaning the sewage sedimentation tank, and at the same day, a tanker loaded with 30 tons of bromoethane leaked while driving at the middle of Hengkeng Tunnel in Pan’an County of Zhejiang Province.
Guideline on Security Risk Investigation and Management of Chemical Parks
There are three overriding principles shaping the guideline on chemical parks’ security risk investigation and management.
Scientific planning and rational layout: adhere to the principles of industrial agglomeration, centralized layout, intensive land use, and safety and environmental protection, to optimize the setup and security layout of chemical parks and improve the security protection facilities.
Strict access and standardized management: strictly forbidding the access of backward and immature hazardous chemical construction programs into the chemical parks.
Systematic investigation and management, and key rectification: comprehensively investigating and managing the security risk of chemical parks and highlighting the rectification of systematic security risk of chemical parks in order to prevent the occurrence of severe security accidents.
The site selection of chemical parks should be optimized, and the local governments should draw up relevant plans for chemical parks’ site selection. The local emergency management departments shall also implement integrated management of production safety and emergency and establish and improve a linkage mechanism for industry supervision, coordinated law enforcement and emergency rescue.
Guideline on Security Risk Investigation and Management of Hazardous Chemical Enterprises
This guideline is applicable to enterprises manufacturing, using and storing hazardous chemicals. The hazardous chemical enterprises are the subjects of security risk investigation and management, and the enterprises should establish sound working mechanism and system for security risk investigation and management by adopting various risk analyzing methods. The methods, frequencies and contents of security risk investigation and management should be highlighted, in accordance with the relevant laws, regulations and requirements. Hazardous chemical enterprises should also record the hidden security risk problems and managing situations, and notify them to the relevant departments regularly.
