China Launches Inspection Campaign on Key Industrial Products Including Hazardous Chemicals

The hazardous chemicals, hazardous chemical packagings, battery and other 7 products will be focused for inspection.

On March 16, 2022, the State Administration for Market Regulation of China released the 2022 Action Plan for Key Industrial Products Quality and Safety Inspection, which marked the beginning of a special inspection campaign on the quality and safety of 10 key industrial products in 2022.

The targeted products are key industrial products related to people's life, health and social safety including hazardous chemicals, hazardous chemical packagings, battery and other 7 products. The manufacturer clusters of the targeted products, quality problems prone areas, urban-rural fringe, rural markets and sales stores, and enterprises with quality and safety accidents before will be prioritized for inspection, with a focus on issues, e.g. unlicensed production, delivery without inspection or with incomplete inspection records, unlicensed sales, inferior in quality, etc.

The manufacturers will be required to carry out self-inspection. In addition, the authority will conduct on-site and random inspections, identify and monitor risks, provide technical support, strengthen social governance, impose punishment, and build a long-term mechanism by learning from the past and exploring new practices.

For on-site inspection:

  • For enterprises that have obtained Manufacture License, the authority will conduct full-coverage inspection focusing on key raw materials, production processes, finished products.

  • For enterprises that have obtained CCC certification (China Compulsory Certification), the authority will check whether there is any unauthorized production and sales.

  • For other types of enterprises, the authority will focus on checking the quality management, product consistency and standards compliance.

Please note that for the enterprises that fail random inspections of their products will be handled accordingly:

  • Enterprises with outstanding quality problems will be interviewed and urged to correct the problems in time and eliminate hidden dangers;

  • Enterprises that produce and sell fake and shoddy goods will be disclosed in the National Enterprise Credit Information Publicity System;

  • Enterprises with serious quality violations will be severely punished, exposed, and included in the List of Serious Illegal and Dishonest Acts and relevant certificates will be revoked according to the law.

Provincial market supervision departments are aiming to complete the risk investigation before the end of July 2022, and fully complete the safety inspection of the key products by the end of October 2022. For key issues, key industries, and key areas, the relevant departments will repeatedly inspect in a timely manner to prevent the resurgence of hidden risks that have been dealt with.
