China MEE Issues 3 National Standards for Pollution Control of Solid Waste

3 mandatory national standards which are respectively for non-hazardous industrial waste, hazardous waste, and medical waste, were unveiled by MEE. They are scheduled to enter into force on July 1st, 2021.

On December 17th, 2020, the China Ministry of Ecology and Environment (MEE) issued a notice [1] to release 3 mandatory national standards on pollution control of solid waste and will come into effect on July 1st, 2021. They are:

The revised Law of the People’s Republic China on the Prevention and Control of Environmental Pollution by Solid Waste [2] was enforced from September this year, which imposed new requirements the treatment of industrial waste and medical waste, and strengthened the management of hazardous waste. For the implementation of the revised law on solid waste, it is of great significance to revise and formulate standards for environmental management of solid waste, especially hazardous waste.

GB 18599-2020

GB 18599 was initially issued in 2001, and this is its first amendment. This standard specifies the environmental protection requirements for the siting, construction, closure, and land reclamation, etc. of the non-hazardous industrial solid waste storage facility and landfill, as well as the environmental protection requirements for the utilization such as mining with backfilling and backfilling of the non-hazardous industrial solid waste. Other contents including the inspection requirements and the implementation and supervision of the standard are also stipulated.

GB 18484-2020

GB 18484 was initially issued in 1999 and amended once in 2001, this is the second amendment to GB 18484. This standard specifies the ecology and environmental protection requirements for the siting, operation, inspection, and waste storage, compatibility, and incineration process of the hazardous waste incineration facility. Specifications for the implementation and supervision of the standard are also included. 

GB 39707-2020

Considering the increased medical waste disposal and treatment demand during the COVID-19 epidemic, the authority formulated GB 39707 in accordance with other related standards and modern engineering technical specifications. This standard specifies the ecology and environmental protection requirements for the siting, operation, inspection, and waste reception, storage, and disposal of medical waste treatment and disposal facility, as well as the implementation and supervision of the standard.

Additionally, from the date of implementation the following standards will be repealed:

  • GB 18599-2001 – General Industrial Solid Waste Storage and Disposal Pollution Control Standards

  • GB 18484-2001 – Hazardous Waste Incineration Pollution Control Standards
