China MEE Issues Inventory of Severely Restricted Toxic Chemicals (2020)

China published the 2020 version of the Inventory of Severely Restricted Toxic Chemicals to exercise restrictive measures targeting specified chemicals.

On December 30, 2019, the Chinese Ministry of Ecology and Environment (MEE), along with the Ministry of Commerce (MOFCOM) and the General Administration of Customs (GACC), jointly published the Inventory of Severely Restricted Toxic Chemicals (2020) [1]. Besides the Inventory, instructions [2] were provided on the procedures for applying for notification of customs clearance for importing or exporting toxic chemicals. The Inventory took effect starting from January 1, 2020.

The 2020 Inventory lists 8 categories of chemicals, compared with 10 in its predecessor (see ChemLinked news on the 2018 Inventory [3]). They are:

  • Perfluorooctane sulfonic acid (PFOS), its salts and perfluorooctane sulfonyl fluoride (PFOSF)

  • Hexabromocyclododecane (HBCD)

  • Mercury

  • Tetramethyllead

  • Tetraethyllead

  • Polychlorinated terphenyls (PCT)

  • Tributyltin compounds

  • Short-chain chlorinated paraffins (SCCPs)

Still devised based on the Stockholm Convention, the Minamata Convention, and the Rotterdam Convention, the Inventory also provides the allowed uses of each category of chemicals.

Meanwhile, it is made explicit in the notice that, for businesses wishing to import or export toxic chemicals listed in the Inventory, they shall apply for the Clearance Notification for Environmental Management on Import/Import of Toxic Chemicals to the MEE.
