China MEP Declare Victory of “Air 10” Campaign

In Sep 2013, Chinese State Council published the Action Plan on the Prevention and Treatment of Air Pollution. The Action Plan specified 45 key tasks in 10 major area in regards to the prevention and control of air pollution. So it was also called “air 10” campaign, similar to “Soil 10” and “Water 10” which are action plans for soil and water pollution also released by the State Council. On Jan 31st, 2018, Chinese Ministry of Environmental Protection (MEP) announced at a press conference that all 45 goals have been achieved and the “air 10” campaign has been successfully completed.

According to the data in 2017, the average PM2.5 concentration in priority areas was significantly improved. For example, the average PM2.5 concentration in Yangtze River Delta reduced by 34.3% compared with 2013. The concentration drops in Pearl River Delta and Beijing-Tianjin-Hebei area were 27.7% and 39.6% respectively. The average PM10 concentration in 338 cities across the whole country reduced by 22.7% compared with 2013. The data was 20% for PM2.5 concentration in Jan 2018.

The improvement of air quality also reflects in other indexes. The sulfuric dioxide concentration in 338 cities across the country reduced by 41.9% compared with 2013. The days of excellent or good air quality in 74 priority cities rose by 7.4% and reached 73.4%. On the other hand, the number of days of heavy pollution dropped by 51.8% compared with 2013.

The results were achieved by both the adjustment of China’s energy structure and the implementation and enforcement of new laws and regulations in key industries. The energy dependence on coal reduced from 67.4% to around 60%. Also, the emission requirements for enterprises have never been stricter. A total of 10,205 enterprises that are monitored with priority have been equipped with the online monitoring systems and are being supervised real-time 24 hours a day. By the end of 2017, over 20,000 pollutants emission permits (click here and here to see more information about the emission permit system) have been issued for enterprises in 15 industries such as iron and steel, cement, power plants, printing, etc. According to MEP's spokesman, MEP will develop a new 3-year campaign that further improves air quality in priority areas. At the same time, the examination and penalties against the emission without permits will be harsher.
