The Guidelines for the Testing of Chemicals (2nd version), consisting of four volumes, covering 165 testing items and 186 testing methods was fully published in Sep 2013 (Volume 1 in Jun 2013). Currently both the old and new testing methods are accepted by Chinese authorities. This transitional period is designed to allow Chinese labs to build required capacities and phase out older testing methods. So far the MEP has approved 11 eco-toxicological testing institutes, which will be the first laboratories to fully implement the 2nd version of Guidelines for the Testing of Chemicals according to Mr. Ying-Xin Gao, SCC-MEP Director.
In addition, when generating test data under China new chemical substance notification (China NCSN, a.k.a China REACH), it will be a requirement to use Gobiocypris Rarus. The first national standard on eco-toxicity testing method that adopts a Chinese endemic species (Gobiocypris Rarus) as the test organism was published on 18 Sep 2013 and came into force on the 20 of Mar 2014. Although this standard is not mandatory, China MEP will require the 11 eco-tox institutes to make Gobiocypris Rarus their default test species.
According to Mr. Gao, these changes will be included into the amendments of the China NCSN guidance document, which is expected to be issued in Jan 2015 for public consultation. More details about the transitional measures for these provisions will be specified in the guidance document.
