MEE promulgated 1594 scientific research record notifications of new chemical substances in two batches on Jan 24[1] and Feb 11, 2019[2]. Together with the data published on regular notifications and simplified notifications[3] updated on Jan 3rd,2019, the statistics of China new chemical substance notifications in 2019 are now fully publicized.
Under the current MEP ORDER 7[4], there are 3 types of notification for new chemical substances depending on the purpose of manufacture/import and quantities: Regular notification, simplified notification and scientific research record notification. To apply for the scientific research record, your substance should be manufactured/ imported:
for the purpose of scientific research and development (R&D), in very low quantities (<0.1 tonne per annum), or
as samples used for a compulsory eco-tox test that must be performed in a verified Chinese laboratory (which is also viewed as the prerequisite to the Regular Notification for imported new substances).
Since 2012, 7084 scientific research record notifications have been approved:

According to the recently published draft Regulations on Chemical Substance Environmental Risk Assessment and Control[5] (化学物质环境风险评估与管控条例(征求意见稿)), a new registration system has been proposed to replace the current notification system under MEP ORDER 7. Based on this the scientific research record notification will be no longer applicable once the regulation is finalized. For further information, please refer to ChemLinked News:
