On 7 Aug 2015, China MEP issued statistics on China new chemical substance notification (China NCSN). There were:
76 regular notifications
1,470 simplified notifications
517 scientific research record notifications
1. Regular Notification
Among the 76 regular notifications, 46 are general regular notifications, 17 joint notifications, 5 re-notifications for increased tonnage band, 5 repeated notifications, 1 joint repeated notification and 2 joint notifications for the increased tonnage band.
The notified new chemical substances are separated into three environmental management categories taking into account the hazard property of the substance, namely (1) General (2) Hazardous (3) Hazardous of priority environmental concern. Different categories correspond to different post-notification obligations.
In addition to the approved 76 regular notifications, China MEP also announced a collection of 22 approved applications for modification of registration certificate information involving modification of local representative (similar to OR), change of company name, expectation of decreased amount of manufacture/import, etc.
2. Simplified Notification
As for Simplified Notification, in total 1,470 simplified notifications have been approved in the first half 2015. 207 were notified through general simplified notification, and 1,263 were notified through special simplified notification.
Most new chemical substances are notified under special case notifcation, which is further divided into six sub categories. The details are specified as below:
Simplified Notification Type | Number
General Case | 207 | |
Special Case | Intermediate<1t/y | 20 |
Manufacture for export only, in quantities < 1t/y | 21
Polymers of Low Concern | 158
Polymers with low new chemical substance concentration of monomer which are (<2 % w/w) | 970
Scientific research, in quantities of 0.1-1t/y | 15
PPORD<10 t/y | 79 | |
In Total | 1470 | |
3. Scientific Research Record Notification
517 scientific research record notifications were approved from Jan to June. The follow-up import or manufacture of these new substances is approved in China at an annual tonnage below 0.1 t/y for the sole purpose of scientific research, or as samples used for compulsory eco-tox testing that must be performed in a MEP-approved Chinese laboratory. (so far 13 labs).
