To develop methodologies of greenhouse gas emission calculation, establish carbon markets, and meet the goal of reducing carbon dioxide emissions per unit GDP by 40~45% from 2005 in 2020, China National Development and Reform Commission (NDRC) formulated Greenhouse Gas Emission Calculation and Reporting Guidelines (Trial). The first ten volumes, respectively corresponding to ten industries, have been officially issued in Dec 2013 to serve as key reference of sound domestic industrial practices. NDRC welcomes prompt feedback of any problem occurring during the implementation.

In accordance with the Kyoto Protocol, greenhouse gases refer to four greenhouse gases carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), sulphur hexafluoride (SF6), hydrofluorocarbons (HFCs) and perfluorocarbons (PFCs).
Each volume of the Guidelines consists of a main body and two annexes. The main body is further divided into seven paragraphs elucidating the application scope, references, terminologies, calculation parameters, calculation methodology, quality assurance and filing, and reporting requirements. Annex A provides a standard format of emission report and required attachments. Annex B collects necessary default parameters for calculation from documents such as 2006 IPCC Guidelines for National Greenhouse Gas Inventories, Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories, China’s guidance in provincial greenhouse gas inventories and so on.
