China to Strengthen the Management of Enterprise Greenhouse Gas Emission Report

Guidelines for the verification of the enterprise report on greenhouse gas emission are issued. Authorities of ecology and environment at province level shall organize key emission units to submit information about greenhouse gas emissions and related supporting materials.

On March 29th, 2021, China Ministry of Ecology and Environment issued the Guidelines for Verification of Enterprise Greenhouse Gas Emissions Report [1] and the Notice on Strengthening the Management of Corporate Greenhouse Gas Emissions Reports [2], aiming to promote the establishment and operation of the national carbon emission trading market.

The Guidelines specify the principles and basis, procedures and key points, review, and information disclosure for the verification of the key emission units report on greenhouse gas emission. It is applicable to the verification, which is organized by provincial authorities of ecological and environmental, of the greenhouse gas emission and related data reported by key emission units. In addition, the verification of greenhouse gas emission reports of other enterprises or economic organizations, carbon emission rights trading pilots, and scientific research or other purposes can refer to the Guidelines.

Authorities of ecology and environment at the province level will be responsible to organize key emission units to submit information about greenhouse gas emissions and related supporting materials, organize the verification of emission report, submit the inventory of key emission units, review and settle the allowance, and supervise. The involved industries are specified in the Notice, in which the power generation industry shall also include the key emission units that have been recognized before.

According to the Measures on the Management of Carbon Emission Trade (Trial) issued by MEE in January, the National Carbon Emission Registration Institution and the National Carbon Emission Trading Institution and correspond systems will be established before this July (ChemLinked News [3]). Now, it is reported that the Trading Institution will be located in Shanghai and the Registration Institution will be located in Wuhan.
