China MEE Requires Submission of Reports on Greenhouse Gas Emissions

China MEE specified the major tasks of 2022 on greenhouse gas emission data collection and strengthened the supervision on data quality.

The greenhouse gas emissions spewed out by fossil fuel burning, forest destruction and other human activities have caused the climate crisis. To cope with climate change, China, as the world’s largest emitter of greenhouse gases, has pledged to peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060. On March 15, 2022, the Chinese Ministry of Ecology and Environment (MEE) issued the Notification on Key Points for Management of Enterprises’ Greenhouse Gas Emissions Reporting in 20221 (hereinafter referred to as Notification), detailing the tasks for stakeholders and corresponding timelines.

Stakeholders subject to the Notification are:

1. Departments of ecology and environment at provincial level;

2. Key emission units in power generation industry; and

3. Key enterprises, with greenhouse gas emission over or equal to 26,000 t/y of carbon dioxides equivalent, in petrochemical, chemical, building materials, steel, non-ferrous and other industries (hereafter referred to as enterprises in other industries).


Major tasks for departments of ecology and environment at provincial level

By March 31, 2022

  • Releasing the 2019-2020 version and 2021 version of the List of Key Emission Units (hereinafter referred to as List) in the national carbon emission trading market on the MEE website.

By June 30, 2022

  • Completing the verifications on enterprises in power generation industry, adding them to the List if they are with greenhouse gas emissions over or equal to 26,000 t/y of carbon dioxides equivalent and meet the inclusion criteria; and

  • Releasing the 2022 version of the List.

By July 30, 2022

  • Disclosing assessment results of technical service agencies that prepared the 2019-2021 verification reports, involving their work performance, compliance, timeliness, etc.

By December 31, 2022

  • Completing the verification of the reports on greenhouse gas emissions in 2021 submitted by key emission units in other industries except for power generation.

 

Major tasks for key emission units in the power generation industry

By March 31, 2022

  • Submitting the annual report on the greenhouse gas emissions throughout 2021;

  • Updating the data quality control plan via the environmental information online platform (http://permit.mee.gov.cn2), as well as completing the monthly informatization deposit via the platform since April 2022; and

  • Disclosing the information on greenhouse gas emissions in 2019-2020.

By September 30, 2022

  • Submitting the application materials for the account opening to the national registry system and the trading system if being newly designated as key emission units in the List.

Major tasks for enterprises in other industries

By September 30, 2022

  • Preparing and submitting the reports on the greenhouse gas emissions in 2021 via the environmental information online platform (http://permit.mee.gov.cn).

*Note: The national grid emission factor has been modified as 0.5810tCO2/MWh.
