On Feb 16, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) of China issued Notice No. 15 announcing the partial revisions to the Implementation Rules for Production License of Industrial Products. The revised rules entered into force immediately.
Hazardous chemicals and their packages/containers are among the 60 categories of industrial products of which manufacturers located in China are subject to production licensing by AQSIQ. The quality of these products is a concern because of their potential influence on public security, human health, and personal and property safety.
According to the Notice, record filing for outsourced processing of all the related industrial products is no longer required. Meanwhile, items related to work safety conditions have been deleted from the onsite inspection checklist. The latter change has been made to avoid the overlap of supervisory responsibility between the quality inspection administrations and the work safety administrations.
Specific to compressed gases and liquefied gases under the category of hazardous chemicals (49 products specified in Implementation Rules, coded as (X)XK13-010), exemption is now granted to onsite gas generation plants based on unattended operation.
