On Dec 14, the State Administration of Work Safety (SAWS) issued the “Guideline Checklist for Safety Inspection of Chemical (HazChem) Industry” to standardize the work safety management of the chemical (Hazchem) industry, guide and consolidate the law enforcement of local work safety administrations, and urge Hazchem manufacturers and operators to fulfill safety responsibilities.
The Checklist outlines 40 violations and provides references to the legal basis and corresponding penalty provisions, including aspects of staffing and qualification, process management, equipment and facility, and safety management. It is applicable to all chemical enterprises especially those involved in manufacturing and/or operating using hazardous chemicals with storage facilities.
Work safety administrations at the provincial level can improve the Checklist based on actual needs, as well as develop regional discretionary standards for administrative punishments.
