China Solicits Public Comments on the Revision to the National Standard on Hazchem Storage

This standard specifies the basic requirement, safety management, warehouse operations, warehouse management, labor protection, and accident emergency handling, etc. for the storage of hazardous chemicals. This standard applies to the storage and management of hazardous chemicals in Hazchem manufacturing, storage, use, and business enterprises, and not applicable to the storage of hazardous chemicals in storage tanks or the storage of hazardous chemicals in laboratories.

On March 27, 2020, China Chemical Safety Association (CCSA) issued a notice [1] to seek public comments on five draft standards, including the mandatory national standard General Rules for the Storage of Hazardous Chemicals. The consultation will conclude on May 28, 2020.

Revised from GB 15603-1995 [2], the draft now provides updated requirements with an adjusted applicable scope. Compared with the old version, which was named Rule for Storage of Chemical Dangers, the new standard specifies the standards for the storage of hazardous chemicals. The draft also makes it clear that the standard is applicable to the storage and management of hazardous chemicals in Hazchem manufacturing, storage, use, and business enterprises, and not applicable to the storage of hazardous chemicals in storage tanks or the storage of hazardous chemicals in laboratories. In addition, the requirements for loading, unloading, stacking, labor protection, accident emergency handling are added to the new draft.

Major amendments have been made to the annexes of the standard, too. The Annex 1 of the draft, namely the Table for the Storage of Hazardous Chemicals, is revised and updated from the Annex 1 in the old version. In the Table, the information on whether two hazardous chemicals with different hazard types are compatible in storage is displayed. This provides a practicable storage guide based on the current classification of hazardous chemicals. Annex 2 and Annex 3 of the old standard will be deleted. In the draft, Annex 2~5 separately provides temperature and humidity conditions for safe storage, fire extinguishing methods, poisoning first aid methods, and personal protection and accident emergency treatment methods for some hazardous chemicals. It shall be noted that the Annex 1 as a Normative Annex in the draft means its requirements shall be complied with, and the Annex 2~5 as Informative Annexes do not pose any requirements.

As a mandatory national standard for the storage and management of hazardous chemicals in enterprises, the draft deserves stakeholders’ attention. Once the draft is finalized, ChemLinked will report to the audience immediately.
