On February 2nd, 2021, the State Council of China issued the Instructions on Accelerating the Establishment and Improvement of a Green, Low-Carbon, and Circular Development Economic System [1], which clarified 85 main tasks from 6 different aspects. The Instruction will play an important role in the accomplishment of China’s carbon peak and carbon neutrality targets.
As mentioned above, the main tasks are put forward from 6 aspects, including the establishment of green, low-carbon, and circular development manufacturing system, circulation system, and consuming system, and the improvement of infrastructure, green technology, and relevant regulations. For the chemical industry, the manufacturing, transportation, use, and disposal, etc. will be influenced, and the reformation of industrial parks and clusters will impact the stakeholders as well.
According to the Instructions, green transition will be promoted in the industry sector to establish a green manufacturing system, including developing remanufacturing industry, promoting the comprehensive utilization of industrial solid waste, implementing cleaning production and pollutant discharge permit system, and strengthening the management of hazardous waste during the manufacturing, etc. In addition, the circulation level of industrial parks and industrial clusters is required to improve, and a green supply chain shall be established.
For the recycling and utilization of renewable resources, the Instructions urge the implementation of extended producer responsibility and encourage manufacturers to establish a reverse logistics recycling system. In addition, the Instructions emphasize the capacity building for the centralized disposal of hazardous waste, specific requirements include the improvement of informatization and intelligent supervision level and strict implementation of the permit system for relevant operation.
