China to Mandate CCC Certification for Lithium-ion Batteries and Battery Packs in 2024

Businesses that produce, import, sell or use lithium-ion batteries and battery packs must obtain CCC certificate before August 1, 2024.

In March 2023, China's State Administration for Market Regulation (SAMR) published Circular No. 10 of 2023 to implement CCC certification (China Compulsory Certification) for lithium-ion batteries, battery packs, mobile power, and power adapters/chargers (hereinafter referred to as the Newly Included Products) for telecommunication terminal products.

According to the Circular, the CCC certification shall be implemented as follows: 

  • From August 1, 2023, businesses may start appointing designated certification bodies to carry out CCC certification for Newly Included Products. (The designated list of certification bodies can be accessed here.)

  • From August 1, 2024, businesses without CCC certificate and CCC mark will be prohibited from producing, importing, selling, or using Newly Included Products.

SAMR stresses that the certification work should first prioritize lithium-ion batteries and battery packs, and when the time is ripe, extend to other products.

The application scope of CCC certification for Newly Included Products is defined as follows:

A rechargeable device that enables the mutual conversion of chemical energy into electrical energy through the movement of lithium ions between the anode and the cathode, which includes a ready-to-use assembly composed of any number of lithium-ion batteries with protective circuit.

Lithium-ion batteries and battery packs for portable electronics products such as mobile communication products, portable audio/video products.
