On October 22, a joint meeting of the 31st meeting of the Standing Committee of the 13th National People's Congress was held to review the enforcement of the revised Law of on the Prevention and Control of Environmental Pollution by Solid Waste (hereinafter referred to as the Law). In regard to practical supervision, Minister Huang Runqiu of the Ministry of Ecology and Environment (MEE) introduced the endeavors made by MEE.
Fight against crimes
Since last year, the MEE, together with judicial departments, mainly the Ministry of Public Security and the Supreme People's Procuratorate, has investigated and dealt with more than 9,600 cases with a fine of more than 800 million yuan, of which 74 were administrative detention cases and more than 1,500 were handled over to the public security organs and judicial departments for suspected crimes. 1,253 criminal suspects were arrested last year alone.
Daily supervision
In the past two years, the MEE has included more than 400,000 hazardous waste production units and more than 5,000 hazardous waste management units into the information supervision system. Last year, a special rectification was conducted, through which more than 60,000 companies were investigated and more than 25,000 hidden dangers were discovered. So far, 95% of these hidden dangers have been rectified.
Capacity building
The MEE has formulated and revised the systems and standards for the utilization and disposal of hazardous waste since last year. Local governments have been urged to strengthen their capacity building. According to statistics, compared with the end of the 12th Five-Year Plan period, the utilization capacity and disposal capacity of hazardous waste have increased by 1.6 times and 2.3 times respectively at the end of the 13th Five-Year Plan period.
In addition, Zhang Xueqiao, deputy procurator of the Supreme People's Procuratorate, said that the management of trans-region hazardous waste dumping is also a thorny issue, which is mainly reflected in the source management of the black industrial chain of hazardous waste and the supervision of hazardous waste transportation.
He emphasized the need to standardize the signing and implementing of hazardous waste subcontracts. In the event of illegal transfer of hazardous waste, the enterprise that subcontracts the contract to the downstream enterprise will also be liable for compensation. As for the supervision of hazardous waste transportation, since last year, procuratorial organs, public security organs, and ecological environment departments have established cross-regional coordination mechanisms in the Yangtze River Economic Belt, the Yangtze River Delta, Guangdong and Guangxi. By tracing the source of pollution, relevant parties are subject to criminal prosecution.
