On July 9, ChemLinked attended the 2020 China Beauty Expo in Shanghai. During a cosmetic conference in one of the expo’s many supporting events, Zhou Dengxue, Director of Cosmetic Division, Shanghai Medical Products Administration, disclosed the content and release schedule of some subsidiary regulations of the Cosmetic Supervision and Administration Regulation (CSAR).
1. Content of Subsidiary Regulations
According to Zhou, the regulations devised for the management of cosmetic registration/filing and enterprises production and operation will be as follows:

The Administrative Measures on Registration, which is the major regulation to stipulate the pre-market requirements for cosmetic companies, will specify the procedures, dossiers requirements for registration, filing of new cosmetic ingredients, and finished products. The content of the previous consultation draft Administration Measures for Filing of Non-Special Use Cosmetics will be included in this new regulation.
In addition, the Safety and Technical Standards for Cosmetics 2015, together with the cosmetic executive standards, i.e., the national standards or industrial standards adopted by domestic cosmetics, may be integrated into a single standard.
Concerning regulations related to efficacy evaluation, Zhou disclosed, “Cosmetic products that have undergone human trials can claim ‘The efficacy of this product has been validated’ on the label going forward.”
2. Release Schedule
In terms of the release schedule, Zhou indicated that most of the subsidiary regulations, such as the Administrative Measures on Registration, Standards for Cosmetic classification, and Regulations regarding cosmetic efficacy evaluation, will be promulgated in the following months, with no specific time of release given. “The Administrative Measures on Toothpaste is likely to be released alongside the implementation of CSAR,” added Sun Dongfang, the Secretary-General of National Standardization Technical Committee of Oral Care Products.
