Chinese MEP Issues 2014 Carbon Tetrachloride Quotas

To implement the Montreal Protocol on Substances that Deplete the Ozone Layer and the Copenhagen Amendment, Chinese Ministry of Environmental Protection (MEP) recently issued the quotas of using carbon tetrachloride (CTC) as a raw material to 22 enterprises. (MEP Notice No.625 of 2014)

The CTC use quotas, amounting to 32,205 tons, are valid from Jan 1st to Dec 31st, 2014. During this period, local environmental protection authorities will supervise and inspect the use and purchase activities of the licensed enterprise, which mainly lie in the east of China.

In accordance with Notice No. 289 (2005) of the former State Environmental Protection Administration (SEPA), any enterprise planning to use CTC should submit the application before every October for the quota of the succeeding year. Generally speaking, all CTC production, use and sale are subject to administrative licensing, and CTC quota transactions can be done only among licensed enterprises.
