Network for Strategic Response on International Chemical Management (referred as “The Network” hereafter) is an organization established in Japan, aiming to help industry understand and cope with the management of chemicals in foreign countries. Its members come from both industry and government. Japanese Ministry of Environment (MOE), Ministry of Economy, Trade and Industry (METI) and Ministry of Health, Labor and Welfare (MHLW) are all participating in the Network.
On Jan 24th 2017, the Network published a comparison table, in which the GHS classifications adopted by various countries were compared with Japan’s GHS standard, which is Japanese Industrial Standard JIS z 7252:2014. The table compiles GHS classification standards of other countries including United States (OSHA HCS/HazCom 2012), European Union (CLP No. 1272/2008), Singapore (SS586: Part 2), Australia (Model Work Health and Safety Regulations), Malaysia (Occupational Safety and Health Regulations), and the Philippines (Department Order No. 136-14). In addition, United Nation’s 5th revised edition (2013 edition) was also included for comparison because JIS Z 7252 is based on United Nation’s 2011 edition and there are a few minor differences in adopted building blocks between the two.
The differences in classifications adopted by these countries are highlighted by 4 different colors in the table. For example, pink color indicates several building blocks are combined into one; orange means the industry could use the building blocks voluntarily; green indicates building blocks that are supplemented and yellow means the building blocks are not applied.
