ECHA Publishes Community Rolling Action Plan for 2025-2027

Those substances subject to immediate evaluation are listed in the first year of the plan.

On March 25, 2025, ECHA published the Community Rolling Action Plan (CoRAP) update covering the year 2025, 2026 and 2027. 

Substance evaluation is the process under REACH Regulation (EC) No 1907/2006 (Articles 44 to 48) that allows generation of information for clarification of such potential risks. The CoRAP is a list of prioritized substances for evaluation over a period of three years. Member States evaluate substances listed in the CoRAP to clarify whether their use poses a risk to human health or the environment.

The list contains 28 substances, including 13 new substances compared to the current CoRAP 2024-2026. Out of the 28 substances to be evaluated, 8 substances are being planned for evaluation in 2025, 15 substances for evaluation in 2026 and 5 substances for evaluation in 2027. However, for substances listed for years 2026 and 2027, changes can be introduced in the next CoRAP update in 2026.

Based on the substance evaluation results, the Member States may conclude that the risks are sufficiently under control. Otherwise, it may lead to the proposal of EU-wide risk management measures such as restrictions, identification of substances of very high concern or other actions outside the scope of REACH e.g. harmonised classification.
