The first official statistics have been revealed from the work safety inspection program rolled out nationwide following the Tianjin disaster. From late August to early September, law enforcement activities have been carried out 861 thousand times with more than 1 million hidden dangers identified and issued with rectification notices. Among the enterprises which failed to pass the inspections, 10269 were forced to suspend production for rectification, 2550 were banned and shut down, 5798 were subject to license revocation or suspension, and 926 persons will be further investigated for criminal liability. In September 2015, the number of large and severe accidents and the death toll dropped by 40.3% and 27.9% respectively (year on year comparison).
Ongoing efforts are being made including the dispatch of 7 task forces by the Work Safety Committee of the State Council for secret investigation and 46 delegates from provincial party committees and governments to aid in supervision and enforcement.
The focal point of the inspections lies in the application of hazardous chemicals and flammable and explosive article regulations. The officials’ checklist consists of at least 8 items as follows:
Whether the enterprise implements the work safety liability systems as required by the Work Safety Law, including related personal assignment and task completion.
Whether the employees are familiar with work safety regulations, rules and operation instructions, competent for specific job skills, and capable of preventing accidents and responding to emergency incidents; whether relevant employees hold required qualification certificates.
Whether the enterprise has established equipment and facility management systems (including the location, method, standard, responsible person and valid period) and whether the system functions to ensure the equipment and facilities are regularly and well maintained.
Whether hazardous chemicals are stored with correct SDSs and labels in (qualified) warehouses; whether the chemicals are registered and properly inventoried; whether “5 double-check” system is implemented for highly toxic chemicals.
Whether the safe operation rules for loading and unloading have been established and strictly followed.
Whether the chemical storage tank areas are managed according to relevant regulations and proper measures are taken to prevent thunder, fire and explosion, flood and high heat.
Whether work safety system of special works has been established and implemented; whether special works involving hot work, confined spaces, etc. are compliant with safety regulations.
Whether comprehensive contingency plan, special plan, and on-site emergency disposal plan are prepared, periodical rehearsals are performed accordingly, and emergency rescue equipment and materials are sufficiently and properly allocated.
