India FSSAI Proposes to Ban PFAS and BPA in Food Contact Materials (Updated on December 19, 2025)

The FSSAI's draft amendments for 2025 will prohibit PFAS and BPA in food packaging

Updates: On December 19, 2025, FSSAI notified WTO the Draft Food Safety and Standards (Packaging) Amendment Regulations, which is proposed to prohibit the use of PFAS in food contact materials. Further, Food contact materials manufactured with polycarbonate and epoxy resins shall be free from Bisphenol A (BPA) and its derivatives. The final day for comments is February 17, 2026. 


Recently, the Food Safety and Standards Authority of India (FSSAI) has released draft amendments to Food Safety and Standards (Packaging) Regulations, 2018, which is a crucial piece of legislation that governs food contact materials in India.

The 2018 packaging regulation sets out specific requirement for different packaging, including paper and board, glass, metal, and plastic. It also establishes specific migration limits for plastic materials intended to be in contact with food. 

Under the proposed amendments, two significant prohibitions are introduced:

1.Ban on PFAS: Poly- and perfluoroalkyl substances (PFAS), known as 'forever chemicals,' will be prohibited in manufacturing of food contact materials.

2.BPA-Free Mandate: Food contact materials made from polycarbonate and epoxy resins must be free from Bisphenol A (BPA) and its derivatives.

Industry stakeholders have a sixty-day period from the notification's publication to submit objections or suggestions FSSAI ([email protected]).
