India's Central Pollution Control Board (CPCB) has recently unveiled a brand-new Extended Producer Responsibility (EPR) Portal for used oil management.
As notified under the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023 by the Ministry of Environment, Forest and Climate Change (MoEFCC) dated September 18, 2023, an EPR Portal shall be developed to support the instrument of EPR introduced for environmental sound management of used oil, which has been commenced from April 1, 2024.
As per the provisions of the said rule, every producer of base oil or lubrication oil and importer of used oil is obligated to register on the portal and purchase EPR certificates from registered recyclers to meet their respective recycling targets (Click here to see more).
This EPR Portal shall act as a single point data repository with respect to management and implementation of EPR responsibilities for used oil that encompasses the following functions but not limited to:
Registration of all entities (Producer/ Importer/ Collection agent/ Recycler)
Filing of quarterly and annual returns and submitting other information by entities.
Details on availability, and obligation of the Extended Producer Responsibility certificate.
Generation & Transaction/Transfer of EPR certificates
Audit of EPR Compliance
Levying Environmental Compensation
Additionally, CPCB has prepared a Standard Operating Procedures for Registration of Producer at EPR Portal for Used Oil Management and is conducting virtual conferences to address the related signup and registration issues on alternate days (Monday, Wednesday and Friday) between 4 PM and 5 PM.
