Updates: On June 30, 2023, CBIC announced in the Circular No.18/2013-Customs to postpone the effective date for mandatory declaration of IUPAC name and CAS number from July 1, 2023 to October 1, 2023.
The announcement came as several trade associations had requested for extension of the implementation date. Further, Department of Chemicals and Petrochemicals have also requested to defer implementation of above Circular for a further period of 3 months. Once implemented, the regulation will make it harder to keep confidential business information as it require the disclosure of all constituent chemicals.

India's Central Board of Indirect Taxes & Customs (CBIC) has released the Circular No. 15/2023-Customs on June 7, 2023, mandating the declaration of IUPAC name and CAS number for constituent chemicals of imported items. This regulation will come into force on July 1, 2023.
Earlier in 2020, CBIC has advised the importers to provide additional information for imported items such as scientific names, IUPAC names, brand name etc. to facilitate the efficiency of custom clearance. However, its voluntary nature means importers may opt not to provide all the required information just for the sake of convenience, thus leading to surging queries during assessment and examinations with a resultant delays in clearance.
Accordingly, in consultation with the concerned line ministries, the official decides to mandate importers to disclose the IUPAC name and CAS number for constituent chemicals of imported items.
As per the regulation, the following items are subject to mandatory import declarations:
Inorganic chemicals, organic or inorganic compounds of precious metals, of rare-earth metals, of radioactive elements or of isotopes;
Organic chemicals;
Tanning or dyeing extracts; tannins and their derivatives; dyes, pigments and other colouring matter; paints and varnishes; putty and other mastics; inks;
Miscellaneous chemical products;
Plastics and articles thereof.
The additional qualifiers shall be filed for declaration in accordance with the table below.
