India Mandates IUPAC Name and CAS Number for Chemical Import Declarations from October 15

After October 15, 2023, the IUPAC name and CAS number of constituent chemicals for commodities under specified chapters will be required for import declarations.

India's Central Board of Indirect Taxes & Customs (CBIC) released Circular No. 23/2023-Customs on September 30, 2023, which further explains the additional details required in import declarations. According to the Circular, the latest implementation date is extended for another two weeks, from October 1, 2023 to October 15, 2023.

Based on the consultation with Department of Chemicals and Petrochemicals and several stakeholders, the changes are made as follows: 

Mandatory declaration scope

The commodities imported under chapters 28, 29, 32, heading 3808 and chapter 39 under the Custom Tariff Act will need additional details mandatorily at the time of filing import declarations. The details are specified below:

Chemical CategoryAdditional Details required
Bulk and Basic ChemicalsCAS number and IUPAC name is mandatory
Formulations and MixturesCAS number and IUPAC name of Main/ Active ingredient (at least one) is mandatory
Proprietary component, R&D  or OthersCAS number or IUPAC name of Main/ Active  ingredient (at least one) is mandatory


Confidential information

In case of non-availability of information for even one ingredient with the importer for the reason that information is not shared by the supplier due to confidentiality, a self-undertaking is to be provided in the Bill of Entry as follows:

The details of constituents declared in the Bill of Entry will be printed as Masked fields in the Bill of Entry.
