The Globally Harmonized System for Hazard Communication (GHS) in Indonesia was first implemented through Regulation No.87/M-IND/PER/9/2009 which was published by the Ministry of Industry (MOI) in 2009. Regulation No.87 didn’t impose mandatory GHS requirements for mixtures. In 2013, MOI published Regulation No.23/M-IND/PER/4/2013 and made some amendments to Regulation No.87-2009, including the implementation of mandatory GHS requirements for all mixtures beginning on Dec 31st, 2016.
The physical hazards adopted by Indonesia include:
Explosives;
Flammable gases (including chemically unstable gas);
Aerosols;
Oxidizing gases;
Gases under pressure;
Flammable liquids
Flammable solids;
Self-reactive substances and mixtures;
Pyrophoric liquids;
Pyrophoric solids;
Self-heating substances and mixtures;
Substances and mixtures which, in contact with water, emit flammable gases;
Oxidizing liquid;
Oxidizing solids;
Oxidizing peroxides;
Corrosive on metals.
The health hazards adopted include:
Acute toxicity;
Skin corrosion/irritation;
Serious eye damage/irritation;
Respiratory of skin sensitization;
Germ cell mutagenicity;
Carcinogenicity;
Reproductive toxicity;
Specific target organ toxicity after single exposure;
Specific target organ toxicity after repeated exposure;
Aspiration hazard.
The environmental hazards were supplemented by Regulation No.23-2013 and include:
Aquatic hazard of acute or short-term;
Aquatic hazard of chronic or long-term;
Hazardous to the ozone layer.
From Dec 31st, 2016, the classification, labelling and SDS of mixtures using the hazard properties listed above, will have to be compliant with the requirements of UN GHS 4th revision. The language used in labelling and SDS should be Indonesian and may be accompanied by other UN official languages. However, the obligations on mixtures don’t apply to domestic small and medium industrial enterprises. The GHS requirements don’t apply to finished pharmaceutical products, food additives, cosmetics and pesticide residues in food.
