Vietnam: GHS Requirements Extend To Mixtures

In accordance with Circular 4/2012/TT-BCT issued by the Ministry of Industry and Trade of Vietnam (MOIT) in 2012, chemical substances that are manufactured or imported by enterprises in Vietnam have been routinely classified and labeled based on UN Globally Harmonized System for Hazard Communication (GHS) Rev. 2 since March 30th 2014. ChemLinked would like to remind our viewers that according to the Circular, the GHS requirements will be extended to all mixtures from March 30th 2016.

The Circular adopts 17 physical hazards, 7 health hazards and 2 environmental hazards. The following chemicals are exempted from the GHS requirements:

  1. Temporarily imported chemicals for re-export; non-commercially imported chemicals, chemicals used R&D by associated institutions; chemicals imported for national security purposes, defense, disaster response, emergency disease response or other special cases.

  2. Chemicals as gifts or donations; luggage of people on exit.

  3. Chemicals under the jurisdiction of the Ministry of Science and Technology, Ministry of Health Ministry of Agriculture and Rural Development.

It should be noted that the labels are required to be written in Vietnamese and enterprises could notify their confidential business information to authorities before the chemicals are circulated in the market.
