Japan Adds 2 More Group-2 Specified Chemical Substances under ISHL

According to the partially amended Enforcement Order of the Industrial Safety and Health Law, gazetted by the Ministry of Health, Labour and Welfare (MHLW), two substances namely naphthalin and refractory ceramic fibers (RCF) will be added to Group-2 Specified Chemical Substances.

The decision was made based on a study carried out in 2014 about the risk posed by these substances to employees. Assessment results indicated that both naphthalin and RCF pose occupational health risks and thus require control measures to reduce exposure risks. Manufacturers and operators using these substances are obliged to appoint an operation chief, carry out working environment evaluation, offer employment-related physical examinations, ensure hazard communication, etc.

The notice will take effect from Nov 1, 2015. However, there are specific grace periods for completion of certain work including:

  • Appointment of operation chief: Oct 31, 2017

  • Labeling: Apr 30, 2016

  • Work environment evaluation: Oct 31, 2016
