Japan to Extend Anti-dumping Duty on Electrolytic Manganese Dioxide from China, South Arica and Spain

Japan’s Ministry of Economy, Trade and Industry (METI) and the Ministry of Finance (MOF) have compiled a report concerning the expiry review of anti-dumping duty on electrolytic manganese dioxide originating in the Republic of South Africa, the People’s Republic of China and Spain, in which the ministries concluded that an extension of the period of the anti-dumping duty is appropriate.

In response, on February 21, 2014, the Subcommittee on Trade Remedies under the Trade Committee of the Industrial Structure Council examined the appropriateness of the conclusion. In addition, the Council on Customs, Tariff, Foreign Exchange and other Transactions recommended the ministries that in this case an extension of the period to five years from the completion date of the investigation is an appropriate measure.

The Government of Japan is to revise a part of the Cabinet Order concerning the anti-dumping duty imposed on electrolytic manganese dioxide as well as a part of the Ordinance of the METI in line with the enforcement of the revised Cabinet Order.

* Electrolytic manganese dioxide (EMD) is a raw material used mainly for fabrication of batteries (e.g., manganese batteries, alkaline batteries, and lithium ion secondary batteries).
