Japan Allows Use of Physically Recycled PE/PP in Manufacture of Food Utensils and Containers/Packaging

The scope of physical recycling processes, which had previously been limited to polystyrene (PS) and polyethylene terephthalate (PET), has been expanded to include polyethylene (PE) and polypropylene (PP) as part of the recent amendment.
On December 26, 2025, the Consumer Affairs Agency of Japan (CAA) promulgated and enforced, effective immediately, two notifications to partially amend the "Monomers Constituting Base Materials as Specified in Table 1 of Appendix 1 of the Standards for Food, Additives, etc." and the "Guidelines on the Use of Recycled Materials as Raw Materials for Synthetic Resins Used in the Manufacture of Food Utensils and Containers/Packaging".
