On May 16th 2017, Japanese Ministry of Health, Labor and Welfare (MHLW) issued a notice on a revision to the Cabinet Order for Enforcement of Industrial Safety and Health Act and sought opinion from the public. The public consultation will continue until Jun 14th.
According to Article 18 of the Cabinet Order, the substances listed in the Appended Table 9 of the Cabinet Order will require labeling and SDS if they exceed the concentration threshold. The notice plans to add 10 more substances into Table 9:

If no objections are submitted before June 14th, 2017, these substances will be subject to mandatory labeling, SDS delivery and risk assessment requirements beginning Jul 1st, 2018. Related products that have been circulating on Japanese market before the date will be granted a grace period until Dec 31st, 2018.
The notice also replaced substance No. 312 in Table 9 (crystalline silica) with silica:
