One of the most significant revisions to Japan’s Chemical Substances Control Law (CSCL) was the introduction of a new concept called “Environmental Emission Amount”. The environmental emission amount replaced the manufacture or import amount of a substance when enterprises apply for the small or low volume notification for this substance under CSCL. The environmental emission amount of a substance is calculated by the formula: [Environmental Emission Amount] = [Manufacture or Import Amount] × [Emission Factor]. The emission factor is decided based on the specific use and application of the substance and varies among different industries.
On Jun 28th, 2018, Japanese Ministry of Economy, Trade and Industry (METI), Ministry of Health, Labor and Welfare (MHLW), and the Ministry of Environment (MOE) jointly issued a draft table of the environmental emission factors. The public consultation will last for a month and end on Jul 27th, 2018. The draft table of the emission factors was developed based on the current Table of Emission Factors for Risk Assessment under CSCL.
The serial number of the application in the draft table of emission factor (UC code) is the serial number in the emission factor table for risk assessment under CSCL plus 100. For example, if the number of intermediates in the emission factor table for risk assessment under CSCL is 01, then its number in the draft table is 101. It should be noted that the No.98 in the table for risk assessment has no corresponding item in the draft table.
