On September 9, 2022, Japan's Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI), and Ministry of Environment (MoE) jointly published the 2023 Notification Schedule for Manufacture and Import of New Chemical Substances.
As stipulated by the Chemical Substances Control Law (CSCL), businesses that intend to manufacture or import new chemical substances with a total amount of more than 1 ton/year are obliged to apply for notifications prior to manufacture or import activities. Businesses who apply for notifications should first submit preliminary examination materials:
preliminary question sheet
a copy of new chemical substance card (including information such as the name of the substance or compound, chemical structure or formula, uses, etc.)
required test reports
Businesses should provide supplementary materials as requested by the authority after the preliminary examination. If there is nothing unclear about the public name and required materials of the notified substance, they shall then submit the notification based on CSCL.
Applications must be submitted within the time specified below:

* The deadline for submission of preliminary examination materials will stay valid until 3:00 PM (GMT +9) on the given day. If the deadline is passed, please note that the examination of the submitted materials will be postponed to next month.
** For a new chemical that has already been notified under the CSCL, the new notifier can directly apply for the notification regardless of the above mentioned procedures if he can obtain relevant proof from the previous notifier. However, if the assessment results of the notified substance are released before the end of March 2018, the notifier is required to contact the authority before submitting the notification by the specified deadlines.
