On October 29, 2021, Japan's Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI), and Ministry of Environment (MoE) jointly published the 2022 schedule for small-quantity notification of new chemicals. As stipulated in Clause V, Article 3 (1) of Japan Chemical Substance Control Law (CSCL), businesses to manufacture or import new chemical substances with environmental release volume of less than 1 ton/year across the nation are obliged to apply for small-quantity notification prior to manufacture or import.
Companies can apply for the notification:
online through the e-Govt website,
by submitting optical disks containing the relevant information to METI, or
by submitting paper documents to the MoE
It is worth mentioning that as the application requirements were revised last year, company stamps are no longer required for any of the above types of submission.

With no physico-chemical, toxicological or ecotoxicological data or company stamps required, small quantity notification, which can be applied multiple times per year with short application cycle, has gradually constituted a large share of new chemical notifications. It should be noted that the quantity limitations apply to the annual total environmental release volume of a new chemical substance in Japan, which means that the amount permitted will decrease as companies apply for notification. Therefore, enterprises need to prepare for the application as soon as possible.
