K-REACH: Data Requirements Reduction for Certain Chemicals

Beginning June 2018, South Korea plans to reduce the data requirements for 3 types of chemicals to ease the registration burden for industry. The data requirements for the 1st batch of 510 priority existing chemicals (PECs) will remain unchanged.

South Korea’s Ministry of Environment (MOE) announced a proposal that would greatly reduce the K-REACH chemical registration data requirements for certain chemicals. The move is part of MOE’s response to criticism from an industry facing heavy registration burdens. The proposal is expected to be effective from June 2018.

3 kinds of chemicals will be subject to the reduced requirements:

  1. Chemicals that are determined to be non-hazardous. According to the proposal, the data requirements for chemicals with no hazards will reduced to 15 (previously 47 items). This will greatly reduce the financial burden associated with registration of these chemicals.  

  2. The data requirements reduction also applies to the temporary intermediates that are used in the manufacture of other products:

    1. If the intermediate is less than 1000 ton/year, then no extra test is needed for K-REACH registration;

    2. If the intermediate is above 1000 ton/year, then the enterprise could submit a simplified registration dossier which only contains 15 items of data.

  3. In addition, chemicals with similar properties can be registered together. This is an attempt to align the requirements of K-REACH with the regulations of EU and OECD, which allow some metallic compounds to be registered as a group.

The proposal will go into effect from June 2018. The data requirements for the 1st batch of 510 priority existing chemicals (PECs) will remain unchanged.
