Currently, chemical businesses in China are working to resume production after emergency restrictions were imposed during the coronavirus outbreak. During the early phases of the epidemic, most enterprises were ordered to keep employees at home and help contain the epidemic.
With an aim to address concerns regarding production safety, epidemic control, workforce movements, and transport and logistics, many provincial authorities have introduced measures to help chemical businesses restart production.
In view of safety issues surrounding the operations of hazardous chemical businesses, Henan published the Notice on Ensuring Epidemic Control and Production Safety Inspections [1], deciding to exercise county-, municipal-, and provincial-level law compliance inspections on production safety of enterprises. The inspections will last from the middle of February to late March, targeting hazardous chemicals and hazardous chemical engineering processes that are subject to key regulation and enterprises involving major hazard installations of hazardous chemicals.
Previously in late January, Shandong, a chemical production powerhouse of China, released the List of Major Safety Measures for Production Shutdown and Resumption of Hazardous Chemical Enterprises (Trial) [2]. This requires hazardous chemical enterprises to have thorough understanding of their safety risks and develop and implement control measures to ensure the safe production of chemical engineering facilities during the period of production shutdown and resumption.
An official from the Shanxi Department of Industry and Information Technology noted during a press conference that Shanxi has a sufficient supply of disinfectant products that can satisfy the demand of the province's industrial enterprises, which plan to restart operations. The Department has instructed 28 chemical and consumer goods enterprises to start or expand the production of eight types of disinfectants, including hydrogen peroxide and sodium hypochlorite.
