MEM Requires Specific Responsible Persons for Major Hazard installations

Recently, Chinese Ministry of Emergency Management (MEM) issued a notice requiring the enterprises with major hazard installations related to hazardous chemicals to set specific responsible persons for the hazard installations.

The scope of the enterprises under this requirements includes:

  • Chemical enterprises with major hazard installations;

  • Enterprises that manufacture and operate (with storage facilities) hazardous chemicals.

The definition of “major hazard installations” is given by the national standard Identification of major hazard installations for dangerous chemicals (GB 18218-2009). For the enterprises mentioned above, the principal responsible person will automatically be the responsible person for the major hazard installations in the enterprise. He/she can designate subordinate responsible persons based on the amount, location, etc. of the major hazard installations.

These responsible persons are responsible for:

  • Identification, evaluation, record keeping, etc. of the major hazard installations;

  • Establishment and maintenance of the safety monitor system and early warning system;

  • Establishment of the safety operation procedures and rules;

  • Training of the operation staff of the major hazard installations;

  • Examination and inspection of the major hazard installations;

  • Preparation of the emergency plans; etc.

All enterprises are required to be equipped with sufficient and qualified responsible persons for the major hazard installations by Dec 31st, 2018. The detailed information should be submitted to MEM before Jan 31st, 2019.

MEM has been taking actions to secure the safe operation of enterprises with hazardous chemicals. In September, MEM required the enterprises that manufacture and operate (with storage facilities) hazardous chemicals to post a letter of safety commitment every day. The letter of commitment should declare the amount of the operating facilities and their safety conditions. Enterprises were also required to promise the full safety inspection and safe operation in the letter. The letter should be posted on the website of the local safety administration website and also should be displayed on the screen at the gate of the enterprise.
