Nanjing Released 2021 VOC Product Quality Supervision and Sampling Implementation Rules

Nanjing, China, will conduct quality supervision and sampling inspection of VOC products (cleaning agents) in 2021. The implementation rules specify the sampling methods, inspection basis, determination principles, objection handling and re-inspection.

Nanjing Market Supervision Administration will organize a VOC product (cleaning agents) quality supervision and sampling[1] in the following months. The implementation rules were made public on August 10, 2021. The deadline for sampling is October 30, 2021, and the deadline for inspection is December 1, 2021. The sampling quality analysis report shall be completed by December 10, 2021.

Commissioned by the Nanjing Market Supervision Administration, Jiangsu Institute of Product Quality Supervision and Inspection is responsible for sampling and inspection. The quantity of samples shall meet the inspection and backup requirements, with complete packaging and label, and with seals intact. The remaining validity of all samples shall not be less than 6 months.

Inspection items of cleaning agent include:

VOC content

The sum of the content of dichloromethane, trichloromethane, trichloroethylene and tetrachloroethylene

Formaldehyde

The sum of the content of benzene, toluene, ethylbenzene and xylene

Packaging marks

The cleaning agent supervision and sampling is based on GB 38508-2020 Limit standard for volatile organic compounds content in cleaning agents (Chemlinked)[2], which was released on March 4, 2020, and implemented on December 1, 2020. This standard specifies the definitions, product classification, test methods and packaging marks requirements, and imposes limit requirements on VOCs content and some specific volatile organic compounds in the cleaning agents that affect the environment or human health.

In addition, the implementation rules detail the principles for VOC products quality inspection, objection handling and re-inspection. For example, if one or more items of the product inspected do not meet the standards specified in these rules, it is considered unqualified.
