New List of Occupational Diseases to Add 12 Chemical Factor-related Diseases

Four Chinese departments have jointly released a draft revision on China's 2002 List of Occupation Diseases. Currently on a 30-day public consultation till 18 Feb 2013, the revised list has added 17 new occupational diseases and adjusted the categories and/or titles of 16 occupational diseases. One disease category is deleted. In all, about 130 diseases will be included in the revised catalogue.

Among the newly added, 12 diseases are related to chemical factors, such as lung diseases caused by metal compound dust and irritant chemicals, “occupational chemical intoxication” concerning chloracetic acid and ethylene oxide, and “bladder cancer caused by Beta naphthylamine exposure” under the category of “occupational tumor”, etc. A full table of the 17 new occupational diseases can be seen as below:

The 2002 List of Occupational Diseases which was promulgated by the Ministry of Health and the former Ministry of Labor and Social Security in accordance with China’s highest law on occupational disease control, the Prevention and Control Law of Occupational Diseases of People’s Republic of China was published on 27 Oct 2001. At the end of 2011, China revised the 2001 Law on occupation disease prevention and control to make itadaptable to demands of the new situation where a soaring social economy coincides with the relatively weak healthy rights entitled to social labors. In this background, four ministries - MOH, SAWS, MHRSS and ACFTU – launched the revision work on the 2002 List in January 2012 and hereby completed the draft proposal after one year’s time.

The revised List will be titled as “Catalogue on the Classification and Category of Occupational Diseases”, in which the ten categories from the original catalogue will remain but the names of three categories will be modified to some extent. Considering the overwhelming proportion of dust lungs in China’s occupational diseases while trying to taking into account other respiratory disease, the new catalogue has changed the term for dust lungs in the old list into “occupational dust lung diseases and other respiratory diseases”. In order to keep naming consistent, the category of “occupational intoxication” is changed to “occupational chemical intoxication”; and the category “occupational diseases caused by biological factors” to “occupational infectious diseases”.
