Chinese Ministry of Public Security, Ministry of Commerce, Ministry of Commerce, Ministry of Health, General Administration of Customs and the State Administration of Work Safety have jointly issued an announcement on September 17, announced that the State Council has included and classfied o-chlorophenyl cyclopentanone as the Category I of the Catalogue and Classification of Precursor Chemicals, Appendix of the Regulations on the Administration of Precursor Chemicals (State Council Decree No 445 of 2005) .
China adopts the classified administration and licensing system to the production, distribution, purchase, transportation and import and export of precursor chemicals. Thus the o-chlorophenyl cyclopentanone companies involved in the above activities shall apply different license and permit from different authorities:
Manufacturers and distributors shall respectively apply to their provincial administration of work safety for manufacturing and distributing licenses;
Purchasers and transporters shall apply to the public security organs for purchasing and transporting permits;
Importers and exporters of the chemical shall apply the licenses to the commerce authorities, and accept the international verification if necessary.
O-chlorophenyl cyclopentanone is a precursor chemical for the anaesthetic Ketamine, and can be used as a recreational drug.
