On Feb 22nd, 2018, Philippine Environmental Management Bureau (EMB) under the Department of Environment and Natural Resources (DENR) held a seminar in Japan. The Chief of Chemical Management Section, Ms. Emmanuelita Mendoza gave a speech during the seminar and introduced the chemical management framework in the Philippines and talked about the future tasks of EMB-DENR.
When introducing the Pre-Manufacture and Pre-Importation Notification (PMPIN) in the Philippines, Ms. Mendoza told the industry representatives that the most common problems EMB encountered during the review of the notifications included:
The provided information was not translated into English;
In the notification of a new chemical in a mixture, the applicants only provided the properties of the mixture, instead of the properties of the new chemical itself;
Contact number indicated in the application was unavailable;
Wrong chemical names or CAS numbers were provided.
In certain notifications, applicants tried to keep some information confidential and sometimes the confidential information sent by email didn’t show anything about the importer. So EMB couldn’t set up the connection between the chemical supplier and the importer.
In CBI cases, the supplier was not the manufacturer of the chemical. So the supplier didn’t have the chemical information.
Ms. Mendoza also introduced the future development of the Priority Chemicals List (PCL) in the Philippines. About 55 toxic chemicals would be added into the 3rd version of the PCL. Most of them would come from the OECD, REACH, and Japanese NITE classifications and regulations in other countries. EMB would also open consultations and discussions with industry associations on the determination of PCL chemicals.
