Philippines FDA Proposes Phased, Risk-Based Facilitated Registration Pathway for Household/Urban Hazardous Substances (HUHS) Products

The new framework will allow companies to initially secure market access via Conditional CPRs before full registration by 2028.

On June, 1, 2026, the Philippine Food and Drug Administration (FDA), through the Center for Cosmetics and Household/Urban Hazardous Substances Regulation and Research (CCHUHSRR), released a draft FDA Order concerning Adoption of a Phased Implementation Framework for the Facilitated Registration Pathway of Household/Urban Hazardous Substances (HUHS) Products. Industry stakeholders are welcome to submit their feedback on the proposed regulatory changes by June 11, 2026.
