On January 21, 2022, the Food and Drug Administration (FDA) of the Philippines published FDA Circular (2021-011A), extending the registration deadline for Household/Urban Hazardous Substances Products (HUHS products) to December 31, 2023. The Circular took effect on February 5, 2022.
This was the second time the FDA extended the registration deadline due to COVID-19. The first extension period was due on December 31, 2021.
There are five categories of HUHSs products in the Philippines. This Circular applies to products in category III and category IV, as follows:
Category III: Cleaners, Fresheners and Deodorizers
Bleaches
Cleaners (ie. corrosive, multi-purpose, surface, etc.)
Deodorizers
Dishwashing and laundry detergents/soaps
Disinfectants (for surfaces)
Fabric conditioners/softeners and ironing aids
Fresheners (ie. room, car, etc.), aromatics, diffusers
Moisture absorbing agents (ie. dessicant)
Polishes
Pool chemicals
Category IV: Do-It-Yourself and Hobby Items
Adhesives, glues, and sealants
Automotive, furniture and jewelry care, and restoring products
Button batteries
Coloring materials
Fabric dyes, tattoo dyes
Paints, varnishes, and thinners
Paint stripper
Rust remover/degreasers
It should be noted that the extension applies only to the Certificate of Product Registration (CPR), not to the License to Operate (LTO). It means that HUHS products without a CPR may continue to be distributed until December 31, 2023, while an LTO is mandatory for all companies engaged in or intending to engage in HUHS- related activities from January 1, 2022.
Sales and Promo Permits and Customs Clearances Permits for products covered by this Circular are not mandatory as their issuance requires a valid CPR. For the purposes of advertising and sales promotions and customs clearance, a copy of this Circular together with a copy of the valid LTO can be used in lieu of a CPR.
