POPs Convention Recommends Banning DP and UV-328

SC COP-11 is expected to work out whether to list Dechlorane plus and UV-328 in Annex A to the Convention for elimination.

On March 6, 2023, the Stockholm Convention on Persistent Organic Pollutants released meeting documents of the eleventh meeting of the Conference of the Parties to the Stockholm Convention (SC COP-11) , which is set to be held in Geneva from May 1-12, 2023.

The documents recommend to list Dechlorane Plus and UV-328 in Annex A (Elimination) to the Convention with time-limited specific exemptions. The meeting documents are:

  • Recommendation by the Persistent Organic Pollutants Review Committee to list Dechlorane Plus in Annex A to the Convention and draft text of the proposed amendment (UNEP/POPS/COP.11/13)

  • Recommendation by the Persistent Organic Pollutants Review Committee to list UV-328 in Annex A to the Convention and draft text of the proposed amendment (UNEP/POPS/COP.11/14)

1. For 5 years after the amendment takes effect:

  • Aerospace; 

  • Space and defence applications;  

  • Medical imaging and radiotherapy devices and installations.

2. For replacement parts for, and repair of, articles in applications until the end of service life or 2044, whichever comes earlier (See Annex of the document).

1. For 5 years after the amendment takes effect:

  • Motor vehicles;

  • Mechanical separators in blood collection tubes; 

  • Industrial coating applications for automotive coating,  engineering machine coating, rail transit coating, and heavy-duty coating for large steel structures;

  • Tri-acetyl cellulose (TAC) film in polarizers; photographic paper.

2. For replacement parts for articles in applications until the end of service life or 2044, whichever comes earlier (See Annex of the document). 

Next, based on the recommendations of the Committee, SC COP-11 is to decide whether to list the chemicals in Annex A to the Convention and specify related control measures.
