In order to improve safety in the chemical sector, Shandong’s provincial government issued a notification on upcoming rectification work targeting chemical plants and parks.
Recently, Shandong’s provincial government issued Notification on the Implementation of Specific Rectification Work on Safe Production of Chemical Industries and Parks across Shandong Province, requiring chemical parks and industry to conduct comprehensive risk assessment and hidden risk management during the whole process of production, and to solve prominent problems. Chemical enterprise with substandard safety conditions and prominent risks will be required to make adjustments within a prescribed time limit. Chemical enterprise that do not make required rectifications or fail to align with national standards will be required to close.
Major Tasks Required by the Notification
To conduct the assessment and management on prominent problems of chemical parks. Firstly, the comprehensive hidden risk assessment and adjustment will be conducted. The qualification of chemical parks with severe safe production accidents, major environmental issues or major hidden risks will be suspended. Secondly, the rectification of problems in chemical parks will be accelerated, such as the adjustments on installation facilities and park offices, as well as the roads crossing the chemical parks and labor-intensive non-chemical enterprises, etc. Thirdly, the safety management of chemical parks will be upgraded. The responsibilities of park management organizations will be increased, and attention will be paid to solving problems associated with inadequate supervision of chemical industry professionals. Safety training, inspection and assessment will also be implemented, in order to further standardize the safety management of chemical parks.
To strengthen the usage of rating and evaluation results of chemical industries. Firstly, the adjustments on the problems of rating and evaluation of chemical industries will be accelerated. And secondly, the ungraded chemical industries will be closed down. Thirdly, the safety inspection on closed chemical industries will also be strengthened.
To strengthen the safety management of key chemical industries. Firstly, to specify the adjustment areas, and secondly, to specify the adjustment contents. Thirdly, the adjustment measures will be strengthened.
What Chemical Parks and Enterprise Should do?
Chemical parks should conduct and organize at least one emergency practice before the end of August.
Chemical enterprise should conduct a self-check on security risks before the end of June, combining the implementation of activities of “Work Safety Month” (see relevant CL news [1] on Work Safety Month).
