Singapore to Include 18 Types of HFCs in Licensing Control System

Singapore's NEA (National Environment Agency) proposes to control 18 types of Hydrofluorocarbons (HFCs) as hazardous substances under the second schedule of EPMA (Environmental Protection and Management Act). The new amendments will be gazetted by 1 June 2018, and will enter into force on 1 January 2019.   

The licensing of HFCs is initially set up to coincide with Singapore's ratification of the Kigali Amendment to the Montreal Protocol. Under the proposed control, companies importing or exporting the listed HFCs (see the table below), whether in a pure or mixture form, should obtain a Hazardous Substances (HS) license from NEA (Pollution Control Department). These companies will be given a 6-month preparation period for new license applications or inclusion of HFCs in their existing licenses. License holders are required to comply with the stipulated licensing conditions.
