Dicofol has been controlled as a persistent organic pollutant under the Stockholm Convention’s Annex A (Elimination) since 2019. In response to international management trends of dicofol, on September 18, 2020, Taiwan EPA listed it into the Toxic Chemical Substance List (TCSL) as Class 1, 3 toxic chemical and implemented a blanket ban on it. In addition, the management on several POPs that were previously listed as toxic chemical were tightened.
The updates to the TCSL are summarized as below:
1. Designate dicofol (CAS No. 115-32-2, 10606-46-9) as Class 1 and 3 toxic chemical, providing the graded handling quantity as “50 kg” and control concentration standard (w/w %) as “1”;
3. Re-classify perfluorooctane sulfonyl fluoride (POSF) (CAS No. 307-35-7) and perflurooctanoic acid (PFOA) (CAS No. 335-67-1) from Class 4 to Class 1 toxic chemical, change the graded handling quantity and the control concentration standard (w/w %) accordingly;
3. Tighten the control concentration standard (w/w %) on lithium perfluorooctane sulfonate (CAS No. 29457-72-5) from “1” to “0.01”;
4. Update the chemical name and CAS number of tetrabromodiphenyl ether (CAS No. 40088-47-9, 5436-43-1);
5. Supplement CAS number for pentabromodiphenyl ether (CAS No. 32534-81-9, 60348-60-9);
6. Update prohibitions and allowed uses for poly brominated diphenyl ethers (PBDEs), PFOA, POSF, perfluorooctanesulfonic acid (PFOS) and lithium perfluorooctane sulfonate, and provide transitional periods.
Taiwan EPA has conducted a domestic investigation on the use of these substances. Dicofol is mainly used in pesticides, PFOA, POSF, PFOS and lithium perfluorooctane sulfonate are mainly used as surfactants, and PBDEs are used as brominated flame retardants. In Taiwan, they are generally used for research, experiment and education, therefore, the tightened regulation of these substances may have limited impact on the industry.
